NFL reminds Fins, everyone else of sideline rules

The NFL has contacted all 32 NFL head coach -- yes, even the interim guys -- to remind them of the rules in place to keep the respective benches free of cheating creative ideas similar to the one employed by the New York Jets last week against the Dolphins.

Coach Tony Sparano received the heads up from the NFL Football Operations Department in the last 24 hours.

The memo from the NFL reminds all coaches of the following:

  • Each organization is responsible for appointing a “get-back” coach.  This individual must be aware of all sideline restrictions and will be responsible for insuring that your team and staff are in compliance. 
  • Violations could subject your team and/or individuals to both in-game penalties and other disciplinary action.  Flagrant violations after two warnings could result in an unsportsmanlike conduct penalty.  Discipline, including fines and suspensions, may be imposed by the League Office when appropriate.  
  • Pages A75-A76 of the Policy Manual for Member Clubs, Vol. II, Game Operations specifically state:

Team personnel in the bench area must observe the zone restrictions in the three areas — (1) the first border or white stripe; (2) the second border; and (3) the player area. Violations of the zone restrictions are subject to fine at the discretion of the Commissioner and game officials have been directed to call unsportsmanlike conduct penalties when warnings to clear the first border areas are not heeded. Safety and officiating access are the prime consideration… 

First Border — The only persons allowed in this solid white six-foot (minimum) area on a continuous basis during the game are the Game Officials and the chain crew; no coaches or players. 

Second Border — … [extends to solid yellow line within the bench area that is six feet from the solid white border.] Within the bench area, the only persons allowed within this second border on a continuous basis during the game are the head coach, assistant coaches involved in calling signals, assistant coaches in charge of substitutions, and small groups of situation substitution players ready to be sent into the game immediately. No other players are allowed in the second border. Each coaching staff should designate a “get-back” coach to ensure that the rules governing the borders are observed by all players and coaches during the game. 

Players & Bench Personnel — Except for those persons allowed in the first and second borders, all other persons with bench credentials and all players not in the game at the time shall remain in the bench area behind the second border. 

  • Additionally, on page A77, the policy states: 

While play is in progress, there will be no coaches or players within the white border, thus avoiding possible interference with officiating of the game. In the six-foot area between the back of the white border and the solid yellow line, only the following persons will be permitted: the Head Coach, Assistant Coaches involved in calling defensive or offensive signals, Assistant Coaches in charge of substitutions, and only those small groups of players ready to be sent into the game immediately (offensive or defensive packages). 

The game officials will issue warnings during the game regarding first and second border violations and work with the team’s “get-back” coach to prevent problems, and will call unsportsmanlike conduct penalties in cases of flagrant violations after two warnings…The League office may impose discipline on clubs for a first violation of the border rules, followed by increasing fines for subsequent violations. 

  • Rule 13, Section 1, Article 5 of the Official NFL Playing Rules provides as follows: 

“Coaches and other non-participating team personnel (including uniformed players not in the game at the time)     are prohibited from moving laterally along  the sidelines any further than the points that are 18 yards from the middle of the bench area (i.e., 32-yard lines to left and right of bench areas when benches are placed on opposite sides of the field). Lateral movement within the bench area must be behind the slid six foot white border.” 

To assist with the enforcement of this rule, effective immediately, all game officials are being instructed not to engage in any prolonged discussion with any coach outside of the permitted zone while play is in progress.

This rule is intended for safety and to avoid possible interference with officiating of the game. That means you will not see coaches arguing with officials for very long, either.

I agree there are some teams that would love to have Newton, Luck and Mallet.

I agree that it's a lucky year for THEM.

Overall though, I think this will be one of the weakest QB draft classes in years.

I'm not going to worry about What other teams may do unless it interfears with our team. I could see us moving down again to try and pickup a second round pick. I have a feeling that we may go mercenary, and look at the free agent pool for trying to fill spots that we are in dire need of upgrading. Then finishing the puzzle with draft picks.

I know Holmgren in Cleveland likes to draft a QB every year REGARDLESS. Usually in later rounds.

What did he just spend on Colt McCoy?

With McCoy and Delhomme, I don't think Holmgren will even be considering Mallet Luck or Newton.

I could be wrong, it's hard to try and second guess a guy like Holmgren. Still, I think he waits until the later rounds.

McCoy IS looking good, to me.

Mike Holgrem knew he wanted McCoy and made no secret of it before the draft.

But he was smart, and he suspected nobody would take him before the 3rd round. Wisely, he waited till round 3 and McCoy was still available.

Not only did it allow him to use his 1st 2 picks on other needs, but he saved millions of dollars.

Can't help but think that if Parcell's/Ireland were as smart, they would've known that Henne wouldve been around past their pick in round 2...

And so is a prick(for others, may I add).

Defense used to win championships. Not any more. That's the train of thought Dan Henning has ingrained in his head. Let your defense win the game and the offense just not lose the game. Doesn't work in the 2010 NFL unless you have a monster 2000 Ravens defense.

If Sean Blue-Gums Smith were to catch those picks, as well as others he's dropped this year, he'd be considered the biggest play maker on the defense (other than Cam Wake).

Smith said his teammates didn't give him as much grief as he expected about his multiple drops Sunday, a trend that has bedeviled the Dolphins defensive backs for two season.

``At first, there was a little joking around,'' Smith said.

Then they realized that i can`t catch and have dropped ten potential interceptions in the last two years. Man i can talk some crap though.

I think Smith is improving and can be a core contributor for years to come. But to learn that he used to be a WR? Damn, easy to see why they switched him over defense.

The first time the Dolphins faced Buffalo this season, in the season opener, Smith didn't get on the field, Not for one play, and of course the Dolphins won that game. Though he had a reputation for getting down on himself after criticism from coaches,thinking you suck and knowing you suck are two different things.That`s right two , count them on my fingers, one and um two.You know what i`m saying, cuz i got no clue. No assistant coach or trainer on a team coached by a Lombardi or Shula or Landry or Grant or Walsh or Gibbs or Dungee, a first-rate high values coach, would ever have even considered for a microsecond the idea of deliberately cheating by interfering with the gunner to trip and injure him - even in a close game based on field position, let along organize other staff to line up and facilitate the interference. Only a low-values cheater like Ryan would allow an atmosphere where a trainer would feel free to do this and would ignore the obvious phenomenon. This is cheating pure and simple. Alosi tried to give Ryan plausible deniability but absent lie detector tests, the plain facts are that Ryan is culpable. Alosi should be fired and barred from pro football for life and the Jets should be forced to clean up their organization with a visceral signal starting with a loss of their first round draft pick to drive the point home that cheating is unacceptable.

'Sugar Hill Sean' has improved as a Football player.

But 'Home' suspects that Mr Smith doesn't match up well against the Bills Receivers...so he's predicting failure.

There may be some truth to this theory.

The sideline is the responsibilty of the head coach. He runs the sidelines during the game, period.

If he knew what was going on(10 feet away from him), and I think he did, he is guilty and he should be held accountable.

If he didn't know what was going on(10 feet away from him)on his own sideline, he is simply more ignorant than we all tought. STILL RESPONSIBLE, just more ignorant than we thought and should be held accountable regardless.

LAPBANDS ARE CHEATING TOO!

Hey all,

Long time no chime in. Glad to see a few stalwarts still plugging away on the blog.

It's really hard to say who will be available when the final 2011 draft places are determined.

I side with Aloco that Newton, Luck and Mallet will be gone when the Fins draft. I hope these next few games will help define Henne a little more. I know he has been up and down. Unless we could trade up to get one of those 3 QBs I think they should go with Henne and maybe try a stab at a QB from round 5 on. Newton would make a crazy good QB in a Wildcat set.

The player that most intrigues me right now is Von Miller OLB from Texas A&M. The guy is a terror off the edge and he and Cam Wake could literally crush some pockets. He is 6'3" and 243lbs (Like Ray Lewis he will get bigger and stronger) cat quick and relentless. He may not fit the rigid size standards of the "Bifecta" but they need to make sure they don't get too caught up in taking giant sized bodies that aren't as good of football players as others.

Koa Misi has had some flashes and done pretty well at setting the edge but he is no pass rush demon for sure. Maybe he could slide over and play ILB? He seems active enough.

Another player that we could add would be C/G Mike Pouncey from Florida. When Tampa Bay's DT Gerald McKoy was asked who was the toughest competition he ever faced he said "the Pouncey twins." Maurkice Pouncey has done a pretty dang good job in Pitt and his brother Mike will do well in the NFL also. This would shore up our Off line.

With RB's Leg Blount and Arian Foster having so much success as FA types I think the RB draft choice will come second day.

Whether you like the move or hate it, the one thing you have to admit is this: Two smart quarterback men have turned thumbs-down on McNabb in the span of nine months. You can defend McNabb all you want, and Lord knows he has his legions of defenders out there, but Reid and Shanahan are in the business of winning football games. Both have been to Super Bowls. Shanahan's won two of them. And both said they thought they could do better than McNabb.

I was just posting that for the few McNabb fans that come to the blog. It's a mystery how they can't see he is history, even though his own teammates and coaches have given up on him.

I think we are screwed out of getting any of the coveted 1st round picks, we don't have any ammunition to trade up. My bet is we trade down again to get our second back.

uhhh....McNabb has been to the same number of SB's as Andy Reid has been to as a HC......

Futher to the point...How many Super Bowls has Reid been to without McNabb?
