The NFL has contacted all 32 NFL head coach -- yes, even the interim guys -- to remind them of the rules in place to keep the respective benches free of cheating creative ideas similar to the one employed by the New York Jets last week against the Dolphins.
Coach Tony Sparano received the heads up from the NFL Football Operations Department in the last 24 hours.
The memo from the NFL reminds all coaches of the following:
- Each organization is responsible for appointing a “get-back” coach. This individual must be aware of all sideline restrictions and will be responsible for insuring that your team and staff are in compliance.
- Violations could subject your team and/or individuals to both in-game penalties and other disciplinary action. Flagrant violations after two warnings could result in an unsportsmanlike conduct penalty. Discipline, including fines and suspensions, may be imposed by the League Office when appropriate.
- Pages A75-A76 of the Policy Manual for Member Clubs, Vol. II, Game Operations specifically state:
Team personnel in the bench area must observe the zone restrictions in the three areas — (1) the first border or white stripe; (2) the second border; and (3) the player area. Violations of the zone restrictions are subject to fine at the discretion of the Commissioner and game officials have been directed to call unsportsmanlike conduct penalties when warnings to clear the first border areas are not heeded. Safety and officiating access are the prime consideration…
First Border — The only persons allowed in this solid white six-foot (minimum) area on a continuous basis during the game are the Game Officials and the chain crew; no coaches or players.
Second Border — … [extends to solid yellow line within the bench area that is six feet from the solid white border.] Within the bench area, the only persons allowed within this second border on a continuous basis during the game are the head coach, assistant coaches involved in calling signals, assistant coaches in charge of substitutions, and small groups of situation substitution players ready to be sent into the game immediately. No other players are allowed in the second border. Each coaching staff should designate a “get-back” coach to ensure that the rules governing the borders are observed by all players and coaches during the game.
Players & Bench Personnel — Except for those persons allowed in the first and second borders, all other persons with bench credentials and all players not in the game at the time shall remain in the bench area behind the second border.
- Additionally, on page A77, the policy states:
While play is in progress, there will be no coaches or players within the white border, thus avoiding possible interference with officiating of the game. In the six-foot area between the back of the white border and the solid yellow line, only the following persons will be permitted: the Head Coach, Assistant Coaches involved in calling defensive or offensive signals, Assistant Coaches in charge of substitutions, and only those small groups of players ready to be sent into the game immediately (offensive or defensive packages).
The game officials will issue warnings during the game regarding first and second border violations and work with the team’s “get-back” coach to prevent problems, and will call unsportsmanlike conduct penalties in cases of flagrant violations after two warnings…The League office may impose discipline on clubs for a first violation of the border rules, followed by increasing fines for subsequent violations.
- Rule 13, Section 1, Article 5 of the Official NFL Playing Rules provides as follows:
“Coaches and other non-participating team personnel (including uniformed players not in the game at the time) are prohibited from moving laterally along the sidelines any further than the points that are 18 yards from the middle of the bench area (i.e., 32-yard lines to left and right of bench areas when benches are placed on opposite sides of the field). Lateral movement within the bench area must be behind the slid six foot white border.”
To assist with the enforcement of this rule, effective immediately, all game officials are being instructed not to engage in any prolonged discussion with any coach outside of the permitted zone while play is in progress.
This rule is intended for safety and to avoid possible interference with officiating of the game. That means you will not see coaches arguing with officials for very long, either.

Who cares...this debate is one to be had after the season, not during...As I have stated many times...I am a FIN FAN FIRST....Play, aquire, or trade for whoever will help this team win.......

ALoco,
Drew Brees wasnt chosen until the 2nd rd for the same reason as Kellen Moore's height. Brees is 6'0 even too. Also like Moore Brees was a steady producer in college and not a one season wonder.
Yes, I believe Moore will come out this year. He's actually a senior that was redshirted his freshman year.

I say you play to win, anything less is a disservice to the sport. When teams clinch early and throw the games like the Colts did last year, the sport and playoffs lose their integrity. Teams end up in the playoffs that shouldn't and others miss out that should have gotten in. I'm surprised the commish doesn't address this.

DB,
I GOOGLED K.MOORE AND IN 2009 HE HAD 39 TD'S AND 3 ONLY 3 INTERCEPTIONS .....IN 2010 HE HAD 38 TD'S AND 5 INTERCEPTIONS .
I READ THAT DENVER STARTING TEBOW TO FIND OUT IF THEY NEED TO DRAFT MOORE OT MALLET .

Tyler Thigpen is taller than Brees, Tarkenton, Flutie and Theisman, yet half the bloggers here say he is too short.

Kellen Moore's 3yrs As Starting Boise St QB:
2007
During the 2007 season, Moore was redshirted.
2008
As a redshirt freshman in 2008, Moore led the Broncos to an undefeated regular season and the WAC championship while throwing 25 touchdowns and 9 interceptions in 12 games. In the final game of 2008, Boise State lost to Texas Christian University (TCU) in the 2008 Poinsettia Bowl.[2] He was named WAC Freshman of the Year and Second-team All-conference after spectacular first season, guiding Boise State to 12-1 record and was named Boise State’s Most Valuable Offensive Player by vote of teammates. He was named to Phil Steele Publications’ Second team All-WAC and also voted to the Football Writers Association of America’s freshman All-America team.
He ranked 12th in nation in passing efficiency and 24th in total offense, averaging 265.85 yards per game and was first in WAC in passing efficiency (157.1) and second in total offense (265.8) and average passing yards per game (268.2). He completed 281 of 405 passes for 3,486 yards with 25 touchdowns and 10 interceptions.
2009
In January 2009, Moore was ranked as the 37th best returning player in college football by College Football News.[3]
Moore threw for a school record 39 touchdowns with only 3 interceptions to lead the Broncos to a 14–0 record, another WAC title, and an at large bid to the Fiesta Bowl vs. undefeated #4 ranked TCU. He finished the 2009 regular season with the highest passer efficiency rating in Division I-A with a rating of 167.3. In his first two years as a starting quarterback, Moore did not lose a regular season game.
Moore started the 2010 Fiesta Bowl against widely favored TCU and played the entire game. He had no interceptions, fumbles, or muffed snaps. He led the team on a 4th quarter 78-yard touchdown scoring drive to take the lead for good and win the game 17-10.
He was named First-team All-American by CBSSportsline.com, a subsidiary of CBS Sports. He was named one of ten finalists for the Manning Award.[4] He was also First-team All-WAC and the WAC Offensive Player of the Year in 2009 and finished 7th in Heisman voting for 2009.
2010
Kellen Moore led the Broncos to a 33–30 victory over Virginia Tech on September 6, 2010. The game was highly anticipated and received a 6.8 TV rating, nearly twice that of the next most highly watched game. Moore contributed 3 passing touchdowns in the game with a final game-winning strike to Austin Pettis with 1:14 remaining in the game. As a result of the victory, Boise State received 8 first place votes in the week 2 AP Poll, and it moved up to third in the Coaches' Poll.[5][6] Moore was also mentioned by major sports media as a top candidate for the 2010 Heisman Trophy.[7] After finishing the season with 3,506, 33 TD's and only 5 INT's, Moore was named a finalist for the Heisman Trophy and was invited to the ceremony in New York City to become the first ever Boise State player to be a Heisman finalist. Moore finished 4th in Heisman voting. Moore was also a finalist for the Davey O'Brien Award, the Maxwell Award, and the Manning Award.
As You See Kellen Moore was A Smashing Success Right Out Of T he Starting Gates And Only Got Better Each Season:
Posted by: DyingBreed | December 18, 2010 at 06:08 PM
Kellen Moore is also a "prime time" performer. Everytime he's been on national tv he's done something very special. Even in the come from behing loss where thier kicker missed the game winning chip shot field goal.
Kellen Moore seems to definitely have that "IT" factor some posters here talked about.

AFTER ALL THAT INFO DB ,K.MOORE WILL NOT PASS THE 12 PICK THIS YEAR .NO TEAM ON THE TOP 10 WILL TRADE THEIR SPOT AS BROWNS DID 2 YEARS AGO W/JETS .
BTW...BROWNS PICKS AT 10.....THEY NEED A QB EVEN W/MACOY
WAS PICKS AT 11 AND YHEY NEED A QB .
Posted by: ALoco | December 18, 2010 at 06:14 PM
Above all. Kellen Moore is probably the most accurate passer coming out(or possibly. He says he wants to stay 1 more year. We will see)Strong arms are totaly overrated compared to smarts, and accuracy. It's not like Moore has a waffle arm. He can get it down field. He knows his limits, and doesn't make the mistake of attempting throws that may be beyond his limits. My guess is that he stays in school. This furthers my argument that the 2012 Qb draft class will be much stronger for first round talent.
Posted by: Darryl Dunphy | December 18, 2010 at 06:15 PM
Who the hell ever heard of Boise St before Moore arrived there unless it was some losers punch line to a very sarcastic joke.
Kellen Moore single-handiedly placed Boise St amongst the upper-echelon of college football giants. While putting together with regularity pristine prime time performances.
This guy definitely has that "IT" factor. Luck can put up numbers but this kid has that magical and very elusive "IT". Though only 6'0 tall in stature, if available we have to pounce.
Posted by: DyingBreed | December 18, 2010 at 06:19 PM
You can't sit players down when a team is still alive in a playoff race---no matter the odds against it.
It would send a negative message to the players and would create division between the roster and coaches.
If the Dolphins lose tomorrow or next week, different story (I'm sure they'd shelve Long for one)...otherwise, no way.
Posted by: dr. roberts | December 18, 2010 at 06:21 PM
DARRYL, IF THE 2011 IS A STRONGER CLASS HE WILL BE IN 2010 AND WHAT GUARANTY HE WILL HAVE SUCH A GRET YEAR AS LAST 4 ?
DB, NOW I KNOW WHY YOU DON'T SEE HIM IN MOCK DRAFTS B/C NO ONE KNOWS IF HE'S IN OR OUT .
Posted by: ALoco | December 18, 2010 at 06:22 PM
DD,
Moore probably throws a better deep ball than Luck. He as excellent deep ball accuracy. Also DD I dont think Moore has anything else to prove on the collegiate level. I think a safe bet is that he does come out this year.
ALoco,
Lets just hope the Browns continue thier dysfunctional ways and maybe miss out on Moore. However, some of the early mocks Ive seen didnt have Moore going until late 1st early 2nd rd. Lets hope that stands.
Posted by: DyingBreed | December 18, 2010 at 06:25 PM
Kellen Moore sounds like the real deal. But no Senior Bowl and so no interest by the current regime. (sarcasm intended)
Posted by: cocoajoe | December 18, 2010 at 06:25 PM
Y'know, with these college QB's the simple truth is that none of us have ANY idea how they'll do as pros. We're probably wrong about them far more often than right.
Not to say Miami shouldn't do their due diligence and perhaps select one, but there's no Elway or Manning-style "can't miss" coming out. The odds are most will fail or have very forgettable careers, just as always.
Sometimes it's just a matter of luck getting the right guy, as in Tom Brady being passed by every team in the league for five rounds.
Posted by: dr. roberts | December 18, 2010 at 06:25 PM
ALoco,
Most mock drafts usually list all eligible players. I think the mocks are down on Moore because of height.
Posted by: DyingBreed | December 18, 2010 at 06:27 PM
I have watched college football on TV so this means I am an EXPERT TALENT EVALUATOR.
Also, I really love pancakes!!
Posted by: Obsessed With Pancakes | December 18, 2010 at 06:30 PM
DB, I DID NOT SEE MOORE IN ANY MOCK DRAFT .
PLEASE ADD GB TO NEED A QB BAD THIS YEAR.
BROWNS WILL PICK A QB FOR SURE .
Posted by: ALoco | December 18, 2010 at 06:31 PM
I think the Browns are pretty happy with Colt McCoy so far. Doubt they'll pick another QB early.
Green Bay? Aaron Rodgers is one of the best in the business. They'd strictly be looking for a backup (if at all)
Posted by: dr. roberts | December 18, 2010 at 06:33 PM
Any chance we can convincingly beat the Bills at home or is this going to be another 4th quarter squeaker with mostly wildcat in the redzone for fear of the (H.I.M.) Henne Interception Machine
Posted by: 0x80 | December 18, 2010 at 06:42 PM
DR,ROBERTS............ ARRON ROGERS HAVE SUFFERED A MINOR BRAIN INJURY, HE WILL RETIRE ......GB WILL DRAFT A AQB AS SOON AS I WRITE MY POST .
Posted by: ALoco | December 18, 2010 at 06:44 PM
You start sitting players down for the last few games to 'protect them', you might as well forfeit, all you're doing is quitting....and the question about Henne will still linger, the excuse will be they sat down my Oline and I had no protection, no receivers etc. I say we continue to do our best every game and evaluate after the season, no excuses. We need to try to win these games.

OK Kids, The Cuban is on line.... What's new in "PHINLAND"??????
Posted by: Cuban Menace | December 18, 2010 at 06:48 PM
Dying. I really think Moore stays one more year. He said it last week during the Heisman B.S. show that he was staying. I realize once the loot gets dangled in front of his eyes his choice may change. Maybe Moore enjoys going to college? Perhaps he knows he could be a first round pick in 2012 instead of a second or third day choice in 2011. We will see. My gut says he is staying.

Aloco, are you seasoning your food with smelling salts? Aaron Rodgers will not retire for another 10 years.

They need to sit Dan(Dead since 1964)Henning the last 3 games IMHO......

When I coached I was so afraid of the kid I hand picked to play QB that I only put him in on 3rd and long passing situation.
He was an interception machine, so I only put him in when I needed a pass thrown. Of course I am brilliant and a legend in my own mind.
Henne has been struggling and he has yet to prove that he can be the guy. That's undeniable.
But make no mistake about it, anyone that tries to defend Dan Henning with that, "he doesn't trust Henne crap" is showing some incredible ignorance.
It is flawed and pathetic logic. WAN-Wan-wan........try again.
Posted by: odinseye | December 18, 2010 at 07:03 PM
TIM TEBOW WILL BECOME AN INTERCEPTION MACHINE ON SUNDAY UNLESS HE PRAYS TO JESUS .IF HE SUCK ON SUNDAY,LOOK FOR DENVER TO DRaft A QB AT PICK NO 3.
Posted by: ALoco | December 18, 2010 at 07:09 PM
Hmmm odin..don't think I was trying to defend Henning, merely posing a question. It's obvious they don't trust Henne in the red zone and lean on the wild cat more. Heck, I say let him wing it these last 3 games and see how he does. I also say, they have won 7 games now, another two wins could have been sealed with easy interceptions, in which case we'd be 9 - 4 and nobody would be complaining so much about Henning. Just food for thought.
Posted by: 0x80 | December 18, 2010 at 07:10 PM
Everybody agrees that Mr.Henning should be shelved the next three weeks and let the strength and conditioning coach to call plays and also be on the sidelines for punt returns???????
Posted by: Cuban Menace | December 18, 2010 at 07:11 PM
Odin....I know you don't believe any of that....Henne has issues, the "O" line has issues, Henning has issues and the running backs have issues.....
To try to blame this all on the OC is equally ludicrious
Posted by: Kris | December 18, 2010 at 07:12 PM
Ohhh...I almost forgot..our TE is slow as balls and somehow got an extension.....a reward of sorts

ODIN IS KIND OF LITTLE UNDER THE WEATHER ,HE KEEPS MIS UNDERSTANDING EVERY ONE'S POST .
Posted by: ALoco | December 18, 2010 at 07:23 PM
Um 0x80,
I don't need food for thought. I have ALCOHOL!
You wanna fight about it?
OK, just kidding and a my bad too.
I agree with you about the fact that INT's could have sealed two games for us. On the same token, the arguments could be made that Hennings playcalling have costed us two games.
Even if we were 9-4 i'd be arguing that Hennings time has come and gone. He never should have been brought back from his last two firings.
I argued against Henning on here the day we hired him. Aloco and the Cuban Menace will tell you. I argued against Henning when we won the division. I also predicted way back then, that the better the team gets, the more apparent Hennings outdated philosophy and befuddled play calling will be.
I wrong on a lot of things, but I think I've been right on the money about Hennings from day one.
PS: Sorry for misinterpreting your post.
Posted by: odinseye | December 18, 2010 at 07:24 PM
Personally I kind of like Hennings surly press conferences. Would you want to stand up and have to answer to a bunch of ignorant punks? I think he is kind of funny actually and I'm glad he just doesn't give the politically correct, patronizing crapola that Sparanus gives.

HENNING IS A GREAT OC ,HE JUST HAVE A CRAP FOR OL .
Posted by: ALoco | December 18, 2010 at 07:29 PM
Aloco, seek help.......
Posted by: Cuban Menace | December 18, 2010 at 07:31 PM
Fine Odin...kudos...but you know what...just maybe if we werent so dependent on injury prone players such as Grove and Smiley, and just maybe if we had suitable replacements, and just maybe if Vernon Carey kept his weight down and conditioning up...(none of these faults of Henning mind you)...just maybe we would be running the ball better and therefore passing better and therefore winning more even with Henning. I think you agree it can't be 100% pinned on the OC, but sometimes your posts give that impression....

0x80,
Ha ha, I didn't miss the humorous insinuation.
There's way to many areas of concern to blame all of this on Henning. That would be ridiculous. I just think prime has come and gone. He's like the Bret Farve of OC's. He just doesn't know when to quit.
As far as our offensive line, I blame it mostly on Ireland(and maybe Tony depending on how much say he had)and those "curious" roter "churns" during the cutdown period.
I went berserk when I saw what he did. I myself still believe this led to Parcells leaving a little earlier than he planned.
Those "roster churns" proved to be devastating to our O-line depth.
I see your point though. My post have been just a tad anti Hennings-LOL!

odin...just to wrap it up...yeah, that goes on Ireland/Sparano. Seriously, with both Grove and Smiley I was shocked they even brought them here, it was pure blind faith on their part 'hoping' these injury prone players would magically not get injured anytime in the near future. As Jimi Hendrix would say 'Castles made of sand, fall in the sea, eventually'.
