IN THE HOUSE OF REPRESENTATIVES JUNE 22, 2011 Mr. HASTINGS of Florida introduced the following joint resolution; which was referred to the Committee on Foreign Affairs, and in addition to the Committee on Armed Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned JOINT RESOLUTION Authorizing the limited use of the United States Armed Forces in support of the NATO mission in Libya. 1 Resolved by the Senate and House of Representatives 2 of the United States of America in Congress assembled, 3 SECTION 1. AUTHORIZATION FOR THE LIMITED USE OF 4 UNITED STATES ARMED FORCES IN LIBYA. 5 (a) AUTHORITY.—The President is authorized to con6 tinue the limited use of the United States Armed Forces 7 in Libya, in support of United States national security pol8 icy interests, as part of the NATO mission to enforce 9 United Nations Security Council Resolution 1973 (2011) 2 1 as requested by the Transitional National Council, the 2 Gulf Cooperation Council, and the Arab League. 3 (b) EXPIRATION OF AUTHORITY.—The authorization 4 for such limited use of United States Armed Forces in 5 Libya expires one year after the date of the enactment 6 of this joint resolution. 7 SEC. 2. OPPOSITION TO THE USE OF UNITED STATES 8 GROUND TROOPS. 9 Consistent with the policy and statements of the 10 President, Congress does not support deploying, estab11 lishing, or maintaining the presence of units and members 12 of the United States Armed Forces on the ground in Libya 13 unless the purpose of the presence is limited to the imme14 diate personal defense of United States Government offi15 cials (including diplomatic representatives) or to rescuing 16 members of NATO forces from imminent danger. 17 SEC. 3. REPORTS TO CONGRESS. 18 The President shall consult frequently with Congress 19 regarding United States efforts in Libya, including by pro20 viding regular briefings and reports as requested, and re21 sponding to inquiries promptly. Such briefings and reports 22 shall include the following elements: 23 (1) An updated description of United States na24 tional security interests in Libya. •HJ 68 IH 3 1 (2) An updated statement of United States pol2 icy objectives in Libya, both during and after 3 Qaddafi’s rule, and a detailed plan to achieve them. 4 (3) An updated and comprehensive list of the 5 activities of the United States Armed Forces in 6 Libya. 7 (4) An updated and detailed assessment of the 8 groups in Libya that are opposed to the Qaddafi re9 gime, including potential successor governments. 10 (5) A full and updated explanation of the Presi11 dent’s legal and constitutional rationale for con12 ducting military operations in Libya consistent with 13 the War Powers Resolution (50 U.S.C. 1541 et 14 seq.).
