Miami bill of rights approved

Voters created a new bill of rights in Miami, a new elective office in Miami-Dade County and a new government center in North Bay Village among a smattering of referendums and charter changes on Tuesday's ballot.

The bill of rights, which received little attention before the election, promotes a wide range of noble-sounding goals, from freedom of speech and religion to environmental protection. It also contains a clause that bans the city, directly or indirectly, from discriminating based on race, sexual orientation or gender identity and expression. City employees who violate the code could lose their jobs, and other residents could file civil lawsuits.

Some supporters said they deliberately kept a low profile over the last few weeks, keen to avoid a showdown over legal protections tied to sexual identity. The sponsor, City Commissioner Marc Sarnoff, said he does not have enough money or staff to mount a public-awareness campaign -- a job he said should have been done by the city government.

Voters on Tuesday eagerly supported the measure.

''I'm all for a Bill of Rights,'' said voter Valerie Giraud, 40, who voted yes for the proposal after seeing it for the first time in the voting booth. ``Nobody wants to be discriminated against.''

While its under-the-radar status might have kept the charter change from facing organized opposition, it also left some voters feeling unsure of what they were voting on.

''It scares me because I have no idea about it. . . . I left it blank,'' said voter Agustin Gonzalez, 27. He worried the charter change might cause some existing citizen rights to be taken away.

In county government, voters decided to take control of the recently high-profile job of property appraiser, making the position elective instead of appointed by the county mayor.

Setting property values, which help determine property taxes, is a highly regulated system in Florida, and opponents worried that political campaigns would lead to unfulfillable promises of lower assessments.

But county commissioners, who placed the question on the ballot at the behest of a task force reviewing the county charter, said their constituents were clamoring for the change, especially since all other Florida counties elect their appraiser.

''This position would be open and public, not hidden away in the bureaucracy of county government,'' said Commissioner Natacha Seijas during a November vote.

A less scrutinized county referendum also passed, setting earlier dates for candidates to qualify to run for office. The three-week change -- which echoes an identical move at the state level -- gives elections officials enough time to print paper ballots as Miami-Dade moves from touch-screen to optical-scan voting systems.

Three smaller cities also had ballot questions:

• Miami Beach voters approved a proposal to downzone hospital-zoned sites so they match the zoning of the surrounding neighborhood when those properties no longer serve as hospitals.

• North Bay Village voters approved four ballot items, all parts of a plan to issue $19.3 million in bonds and swap land in order to build a new City Hall and public safety complex, new parks and improvements to the John F. Kennedy Causeway.

• Coral Gables voters rejected a plan to eliminate the trial board, which was created to hear employee grievances on disciplinary actions. While the question did not elicit great passion, many voters said they were simply more comfortable having the review panel in place.

Gainesville Commission votes to protect transgender rights

Gainesville city commissioners voted 4-3 early Tuesday morning to approve an ordinance protecting the rights of transgender citizens, after listening to more than two hours of comments.

A majority of the speakers opposed the ordinance and several times Mayor Pegeen Hanrahan had to ask the large crowd to quiet down their cheers and jeers.

In the end, Hanrahan and commissioners Craig Lowe, Jeanna Mastrodicasa, Jack Donovan voted to approve the ordinance, which includes the words "gender identity" into a list of classes of people protected from discrimination in housing, employment, public accommodation and obtaining credit. Already covered in the ordinance are race, sex, sexual preference and religion.

Lowe, who helped draft the law on the Equal Opportunity Committee, said that he weighed heavily every person who spoke about the ordinance.

"Every piece of information we get is important in making a decision, and you have to weigh that information . . . and determine the validity of all of the points of view," Lowe said. "After an evaluation of that type, then you make a decision."

Commissioner Scherwin Henry reversed his vote from the first time the commission voted on the ordinance and joined commissioners Ed Braddy and Rick Bryant in opposing the ordinance.

Braddy made a motion, which was defeated, that the anti-discrimination ordinance be put on hold until language was introduced that required city, state and federal government compliance.

In replace of that ordinance, the commission voted to have the Equal Opportunity Committee look into adding that language into the ordinance.

Amid comments claiming religious damnation for the commissioners who voted yes on the ordinance, two transgender women stood up to talk about the struggles of daily life.

"I disagree with us being diagnosed as 'mental cases,' " said Michelle Phillips who is a women's studies major at the University of Florida. "I just wish that people would understand that we are not predators.

"I appreciate the effort the City Commission is giving," she said.

More than 500 volunteer at polls to stop marriage amendment

“Primary Day of Action” Key to Stopping Deceptive Marriage Amendment

(Tallahassee) Today, over 500 Fairness for All Families campaign volunteers canvassed polling locations across Florida to educate voters about the harmful consequences of the deceptively named “marriage protection amendment.”

With volunteers drawn from the more than 200 organizations that make up the Fairness Campaign, the “Primary Day of Action” focused on holding face-to-face conversations with fair-minded Floridians.

Volunteers from seniors, consumer and faith groups, civil rights organizations, and unions fanned out across Florida to let voters know this proposed amendment would strip away essential protections from all unmarried Floridians. In addition to handing out flyers, volunteers are asking voters to sign a Pledge to Vote ‘No’ in November.

“Today has been an amazing opportunity to educate voters,” said Barbara DeVane, Board Member of the Florida Alliance for Retired Americans a Fairness Campaign Board member.
“Time and again, we see voters pledging to vote ‘No’ on this amendment once they understand it affects all unmarried couples by making it harder for people to care for their loved ones.”

Fairness for All Families is a growing coalition that includes seniors, business leaders, consumer groups and social justice organizations who are joining together to oppose stripping away existing employee benefits while barring the passage of future measures to help Florida families.

Primary Day: SAVE workers fight proposed marriage amendment

SAVE, Miami-Dade's leading gay-rights group, spent Primary Day recruiting volunteers to fight a state amendment that would ban gay marriage in Florida.

Gay Democrats to get Sirius about primaries
