Rafael “Ralph” Hernandez. Jr. has been named president of Navarro Security Group, a Broward-based firm that provides armed and unarmed security officers to residential and commercial facilities in Broward, Miami-Dade and Palm Beach counties. He was chief of police in North Miami Beach, was elected 2011 president of the Miami Dade County Association of Chiefs of Police, and currently serves on several national committees for the International Association of Chiefs of Police (IACP). He also has been a consultant for the U.S. Department of Justice/Civil Rights Division; and served as Undersecretary of the Executive Office of Public Safety for the Commonwealth of Massachusetts.

Barbara Miller named chairman of the Florida Public Housing Authority Self Insurance Fund
Barbara Miller has been named chairman of the Florida Public Housing Authority Self Insurance Fund. She is vice president of human resources/risk management at Broward County Housing Authority. The Florida Public Housing Authority Self Insurance Fund was founded by the Florida Association of Housing and Redevelopment to meet the risk and insurance needs facing the state and federally regulated public housing authorities. The Broward County Housing Authority provides quality affordable and low income housing in the county.

Joseph Roig named vice president of construction at Atlantic Pacific Development
Joseph Roig has been named vice president of construction at Atlantic | Pacific Development, the development subsidiary of South Florida-based A | P. Roig will be responsible for the oversight of construction of Doral Grande, a new rental community in Doral. The Class A, multifamily project will consist of 360 rental units across a 30-acre site. He also will be responsible for construction oversight on future developments for A | P. Edward Allen named vice president of beverage operations at Carnival Cruise Lines
Edward Allen has been named vice president, beverage operations for Miami-based Carnival Cruise Lines. He will oversee the operation of all bars, lounges and nightclubs across Carnival’s 23-ship fleet, including overall management, training, staffing and beverage menu development. He will start Nov. 14. Before joining Carnival, he was director of beverage operations for the Tao Management Group, which operates several restaurants and nightclubs in Las Vegas. He also spent four years as beverage director/sommelier at the Compass Restaurant in New York. He also served in a similar capacity with the Starr Restaurant Group in New York.

Robert Koar promoted to Eastern regional president at Citibank
Robert W. Koar has been promoted to president, Eastern region, for U.S. business and commercial banking group at Citibank. He will be responsible for implementing Citibank's service and sales strategy for all commercial banking markets from Boston to Miami. He joined Citibank in 2006 and most recently was manager of Citibank's Atlantic division for business and commercial banking since 2009. Before that, he also spent 10 years at Marriott International, where he held several executive positions, including vice president of corporate finance. He also was senior vice president and chief financial officer for CSX Hotels, Inc.
