John Tobia, R-Melbourne, two years ago had the nifty idea of giving his Valencia Community College students the option of skipping the final exam if they volunteered on his (or another) campaign.Recent publicity over that controversy prompted Malabar town council member Nancy Borton to file a complaint with the commission on Ethics.
