PolitiFact Florida takes on a less than brilliant claim about the Senate's 'smart cap'

Moments after the Florida Senate passed legislation that would ask voters to tighten a state government revenue cap, Majority Leader Andy Gardiner, R-Orlando, issued a press release saying SJR 958 also would let voters decide if the state should impose a new tax or fee.
