Rubio's 100 Ideas grade: 59

House Speaker Marco Rubio announced today that 59 of his 100 Innovative Ideas for Florida's Future passed the Legislature in the two years he ran the House. It's a good batting average if he were playing baseball and a poor grade if he were still in school. But is either a fair comparison for legislative success (especially after one House staffer groused that the Senate killed a number of the ideas last year simply because they were Rubio's)?
