Allen West delivers his first floor speech, decrying federal regulations

And comes out swinging against federal regulations. He says small businesses are spending too much money to comply with federal rules and regulations.

"The multitude of rules, restrictions and mandates imposes a heavy burden on America and the U.S. economy and could destroy an untold number of jobs," he said. He says the Obama administration imposed 59 regulations in 2009, 62 in 2010 and that 191 "are in the works." 

"All of the federal red tape is crippling, tax and regulatory straightjacket is crippling our economic recovery," he said.
